CIVIL SERVICE

Many positions fall under the Massachusetts Civil Service System.  Such positions are classified as either Official Service or Labor Service, and the application process varies depending upon the position's classification.

 

OFFICIAL SERVICE

Official Service positions are those that require the completion of an examination, such as Police Officers and Firefighters.  For a schedule of examinations and/or further information about the Civil Service system, please visit the Massachusetts Human Resource Division website at www.state.ma.us./hrd.

 

LABOR SERVICE

Labor Service positions include a wide range of positions, such as laborers, skilled laborers, mechanics, truck drivers, craftsmen, and cafeteria workers.  Selection for a labor service position is based upon registration rather than written examination.  Some Labor Service positions are entry level and do not require previous experience, while others are at a higher skill level and require applicants to meet minimum experience and/or licensing requirements.  A vacancy does not need to exist in order for an individual to apply for a Labor Service position.  Applications for Labor Service positions  may be obtained in person at the Personnel Department.

Personnel Department

Temporary, 6-8 hours per week


Position Summary:  Performs filing, data entry, photocopying, and other general office duties.

Duties and responsibilities:

  1. Operates telephone, photocopier, personal computer, fax machine, scanner, and other office equipment.
  2. Answers telephone, responds to caller, and takes detailed messages. 
  3. Greets employees and the public and responds to questions and requests for information.
  4. Sorts and files various materials. 
  5. Performs data entry and word processing.

Knowledge, Skills, and Abilities Required:

Fluent in spoken and written English required; Ability to operate photocopier, personal computer, fax machine, scanner, and other office equipment with accuracy and speed;  One year of paid employment in clerical work; Knowledge of general office practices and procedures;  Ability to handle simple and complex records and other information;  Ability to maintain absolute confidentiality of personnel information;  Ability to communicate with employees and the public courteously and efficiently;  Ability to follow written and oral instructions accurately and completely;  Requires some skill with MS Word and Excel.

Knowledge, Skills, and Abilities Preferred:

Bilingual English/Spanish preferred

Education Required:  High school graduate or equivalent. 

Physical Demands:  While performing the duties of his/her job the employee is frequently required to use hands and arms.  The employee is required to stand, walk, sit, talk, see, and hear.  The employee must occasionally lift and/or move up to 10 pounds and perform repetitive motions such as typing.  The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Work Environment:  Similar to a common or typical office environment.

Pay rate: $11.44 per hour

Hours:  6-8 hours per week, schedule to be negotiated.

CITY SOLICITOR

The City of Holyoke, a municipality in Western Massachusetts with a population of approximately 40,000, seeks a full-time City Solicitor to fulfill the remaining term consistent with that of the appointing Mayor (minimum 1 year).

DUTIES AND RESPONSIBILITIES

  • Perform all the duties required by the General Laws of Massachusetts, the City Charter, the City Ordinances, and any other applicable law.
  • Perform all legal services in which the City is interested.
  • Attend to all proceedings at law or in equity to which the City is a party, and to all claims made to the City Council.
  • Provide written legal opinions upon the request of the Mayor, the City Council, or a Department Head, and file such opinions with the City Clerk.
  • Represent the City before the Commonwealth Legislature or any committee thereof.
  • Upon the requirement or authorization of the Mayor, secure the advice or services of additional counselors.
  • Familiarity with Municipal Laws and the interchange between the City, State and Federal Laws

QUALIFICATIONS, SKILLS, AND EXPERIENCE

  • Admission to Massachusetts Bar and to Federal Bar.
  • Residency required.
  • Strong litigation skills and extensive trial experience.
  • Labor relations experience, including union negotiations.
  • Supervision, mentoring, and management of attorneys and support staff.
  • Flexibility in dealing with changing and multiple priorities.

INSPECTOR OF WIRES

HOURS:  Full time 35 hour work week

PAY RATE: $24.19 to $25.87 per hour

 POSITION DESCRIPTION:  Responsible for inspecting new and old electrical light, heat and power installations, and for enforcing conformity with municipal ordinances, state laws, and accepted practices relating to installation, maintenance, alteration, repair and removal.  Although new or unusual problems may be referred to superior for advice and assistance, work is ordinarily performed independently in the field, and decisions made require considerable technical discretion and judgment.  Correction of deviations and defects is achieved mainly through education and persuasion at the scene, but court action is initiated when necessary to enforce compliance.  Work is reviewed through oral and written reports.  No supervision is exercised over other employees. 

DUTIES AND RESPONSIBILITIES:              

  1. Examines plans and specifications in connection with applications for permits for the installation, alteration, and repair of electrical installations, for conformity with legal requirements;
  2. Reviews electrical permit applications, files applications, and archives related documentation;
  3. Advises electricians, builders, owners, architects, and engineers on electrical problems, and interprets codes, laws, and regulations;
  4. Inspects electrical installations in the process of installation, alteration, or repair for compliance with legal requirements as to safety or wiring, appliances, apparatus, devices, fittings, fixtures, quality or materials and workmanship, and conformity or the entire installation with approved plans;
  5. Inspects old and potentially dangerous installations, which may constitute fire hazards;
  6. Investigates complaints and obtains evidence as to violations of electrical code or other hazardous conditions;
  7. Investigates fires reported to have been of electric origin and accidents attributed to electric shock.
  8. Inspects electrical installations damaged by fires, recommends corrections, and determines which parts of installations may be energized;
  9. Issues oral or written orders for the correction of deviations from codes, including hazards, defects in material or workmanship, and follows up to ensure compliance;
  10. Obtains show-cause order when necessary from Clerk of Courts, and appears in court to enforce compliance and to testify in accident and damage suits;
  11. Prepares reports to superiors covering inspections made, conditions found, action taken, and recommendations for future action;
  12. Perform related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Must be able to:

  1. Demonstrate thorough knowledge of municipal ordinances and state laws and regulations related to electrical installations, and the materials, methods and techniques used in electrical installation;
  2. Recognize and diagnose faulty wiring or condition dangerous in relation to life, fire, and explosion;
  3. Read and interpret rough and finished electrical installation construction plans and specifications and recognize deviations from such plans in the construction and installation process;
  4. Express oneself clearly and concisely, orally and in writing;
  5. Enforce regulations firmly, tactfully and impartially;
  6. Establish and maintain effective working relationships with electricians, owners, contractors, architects, engineers, and representatives or other state and municipal departments;
  7. Use Microsoft Office proficiently.  

QUALIFICATIONS:

  1. Possession of a journeyman license;
  2. Five years of experience in electrical construction work at the journeyman or master level.
